The bounded staff workflow

1. Save the actual notice and staff-selected deadline workpaper.
2. Review and approve the saved content; mechanical checks never establish legal approval.
3. After official publication outside Townlight, retain actual proof files with location and posting time.
4. Create and verify the archive, then explicitly attach it to the intended Records request with both Notice and Records authority.

Content edits invalidate current approval while preserving history. Subscriber delivery, official publication and jurisdiction-specific legal administration are outside this bounded workflow.
